Unprecedented Rise in Gold Prices
Furthermore, huge Gold price increase especially during FY 2023-24, 2024-25, 2025-26 and till date ( 24 Ct. Gold Rate as on 31-03-23 was Rs. 5,951, on 31-03-24 was Rs. 6,698 & on 31-03-25 was Rs. 8,881 & as on 31-03-26 was thus, 14,615 / gram resulting in 12.55%, 32.58% & 64.56%, representing a cumulative increase of more than 146% in just 3 years.

Most Gold Jewellery Manufacturers follow the Weighted Average Cost (WAC) Method for valuation of closing stock as on 31st March Year on Year.

Request to Introduce Replacement / Replenishment System: Jewellery manufacturers can replace / replenish every quantity sold by purchasing an equivalent weight of gold and maintaining a common gold metal ledger for buying and selling quantities. At the year end, they can compare the aggregate quantities to determine the taxable amount.
Domestic Sales Invoicing on Value Addition Basis
Export Invoicing as per EXIM Policy taxes only the value addition component; same method can be introduced for domestic sales invoicing also. Gold value in sales invoice will be automatically set off with equivalent weight of replaced / replenished gold. However, GST will be paid in domestic Tax Invoice.
Price Fluctuation Reserve Mechanism
Jewellery manufacturers may deduct unrealised profits embedded in closing stock due to the steep increase in gold prices from Net Profit while computing Taxable Income. A Chartered Accountant shall check, verify and certify such unrealised profit as true and correct and may attach the calculation sheet as an annexure to the Tax Audit Report.
Deduction of Unrealised Profits from Taxable Income
Jewellery manufacturers may deduct unrealised profits embedded in closing stock due to the steep increase in gold prices from Net Profit for the computation of Taxable Income. A Chartered Accountant shall check, verify and certify such unrealised profit as true and correct and may attach the calculation sheet as an annexure to the Tax Audit Report. Judicial Support for Taxing Real Income
According to several Supreme Court judgements, the tax system should tax only real income instead of taxing notional/ artificial / appreciation / gains due to steep increase in gold, silver, platinum etc., prices.

Similar Relief Extended to Other Industries
In earlier periods, the government has considered the requests positively from other industries like Banks, NBFCs, Construction, Real Estate, Forex etc., the government introduced a suitable clause in ICDS. The government can introduce a similar clause in ICDS for the precious metal industry since ours is a badly affected industry due to steep increase in gold prices recently.
Presumptive Taxation for Jewellery Manufacturers
Providing tax relief to Jewellery manufacturers through presumptive taxation as already exist under the Income-tax laws similar to Section 44AD. We propose that that the CBDT introduce a presumptive taxation scheme for micro and small Jewellery manufacturers at 1% to 1.5% of turnover for taxing MSE Jewellery manufacturers.
Permitting LIFO Method of Inventory Valuation
`Permitting LIFO method of inventory valuation for Jewellery manufacturers to enable MSE jewellery manufactures better align the current cost of closing costs with the current price tends and revenue, it is proposed to permit the use of the LIFO method for inventory valuation, which US GAAP also adopts.
